Session 4: Innovative Policies and Regulations for Mainstreaming E-mobility

Session Description

This session will explore innovative policy and regulatory solutions for accelerating the uptake of e-mobility from the perspective of national and local policy-makers. It will highlight how governments can drive the transition to cleaner transport through forward-looking regulations, targeted incentives, and coordinated planning at both national and city levels. The session will be composed of informative presentations with concrete examples of action that governments are already taking for removing barriers for unlocking finance for e-mobility scale-up, including on 1) the experience of the People’s Republic of China on Low Emission Zones (LEZ) and the role urban transport electrification and heavy-duty vehicle replacement, 2) Thailand’s experience managing 2/3-wheeler electrification through an enabling policy landscape, and 3) Just Transition policies supporting the transition of the automotive industry to electric mobility. The presentations are followed by discussion and comments by invited Developing Member Country representatives, with examples on innovative policies provided in those country contexts.

David Margonsztern, Principal Transport Specialist, Transport Sector Office, Asian Development Bank (ADB)

Mr. Margonsztern is an urban planner specialized in urban transport, with a BSc in Political Science and a MSc in Urban Planning and Management. A national of France, he has been working in development for more than 25 years. In his early career, he was working in Vietnam as a Director of Hanoi's Institute of Urban Matters and of Ho Chi Minh City's Urban Development Management Support Center, where he defined and delivered institutional support on public transport, urban planning and urban design. He then joined the Asian Development Bank (ADB) in 2009 where he led and delivered sustainable urban transport projects and mass-transit systems in Nepal, Bangladesh, India, and Pakistan. He was seconded from the ADB to the French Agency for Development (AFD) from August 2020 to March 2025, where he led urban mobility projects in Africa (Nigeria, Ethiopia and Kenya).

Mr. Guo Jie, Director of Transport Knowledge Sharing Center, Global Sustainable Transport Innovation and Knowledge Center (GSTIKC), People's Republic of China

Mr. Guo is Director of Transport Knowledge Sharing Center of Global Sustainable Transport Innovation and Knowledge Center. Further he is Professor under the State Council Special Allowance of the People's Republic of China (PRC). He has been dedicated to the study of green transition of transport, economics of energy, and policy of low-carbon technologies. Among others, Mr. Guo was the PRC country representative for COP21, member of the Technical Committee of the World Road Association (PIARC), and evaluation expert of the Intergovernmental Panel on Climate Change (IPCC) for the Fifth and Sixth Assessment Reports. He has also long been engaged in international cooperation in the transport sector, participating in organizing important international events including the Second United Nations Global Sustainable Transport Conference and the Global Sustainable Transport Forum, and has accumulated extensive expertise in regional and country-specific studies as well as international organizational affairs.

Ms. Zhu Lin, Researcher, Global Sustainable Transport Innovation and Knowledge Center (GSTIKC), People's Republic of China

Ms. Zhu is assistant researcher from Global Sustainable Transport Innovation and Knowledge Center (GSTIKC). She has been dedicated to the study of sustainable transport, knowledge sharing and capacity building, and the building of international cooperation networks in the transport sector. She co-authored several books and official reports including Global Sustainable Transport Development Research Report 2023 and China’s Sustainable Transport Development Report 2023 & 2024, participated in the designing and implementation of several capacity building training programs including the Global Sustainable Transport Cultural Exchange Project and the ASEAN-China Sustainable Rail Transit Development Training Workshop, and also participated in the organizing of high-level events Global Sustainable Transport Forum for the past three years.

Mr. Nuwong Chollacoop, Director of Low Carbon Energy Research Group, National Energy Technology Center (ENTEC), Thailand
Since graduation from Massachusetts Institute of Technology in 2004, Mr. Chollacoop has worked at National Science and Technology Development Agency (NSTDA) on transport biofuel until 2009, where he was awarded Green Talents 2009 by Federal Ministry of Education and Research (BMBF), Germany. In 2018, his research on sustainable mobility with Office of Transport and Traffic Policy and Planning has contributed to GHG emission reduction target in transport sector of Thailand National Determined Contribution (NDC) for COP21 submission. He was a founding member of Electric Vehicle Association of Thailand in 2015 and has served as a committee till now. In October 2020, Mr. Chollacoop helped establish National Energy Technology Center (ENTEC) under NSTDA, where he served as Director of Low Carbon Energy Research Group. His recent work with United Nations Environment Programme (UNEP) on electric 2/3-wheers has resulted in national battery swapping standard (2021) under Thai Industrial Standard Institute (TISI). Since February 2025, he is conducting a secondment as Assistant to the President, Office of National Higher Education Science Research and Innovation Policy Council (NXPO) to shape National Science, Technology and Innovation Policy.

Ms. Diana Páez, Senior Director, Energy & Mobility, William Davidson Institute, University of Michigan, USA

Ms. Páez drives the William Davidson Institute’s initiatives for just transitions in energy and electric mobility, empowering governments, startups, and industry in emerging markets with strategic support. Specializing in EV value chain development, energy transition pathways, and cleantech innovation, Ms. Páez partners across sectors to deliver actionable insights, build scalable tools, and catalyze collaborations that unlock opportunities and foster equitable and sustainable growth. She is passionate about distilling lessons from different contexts into practical solutions and helping shape and scale next-generation energy and e-mobility solutions. Ms. Páez’s multidisciplinary expertise spans law, international energy policy, and futures studies, shaped by advanced degrees in Mexico and France, plus specialized training in global energy and mobility from Sciences-Po, Rice University, and the University of Michigan. Ms. Páez’s career includes roles at international nonprofits, the World Bank Institute, and other global organizations.

Mr. Ali Rasheed, Deputy Minister, Ministry of Finance and Planning, Maldives (tbc)

Mr. Rasheed currently serves as Deputy Minister at the Department of National Planning, Ministry of Finance and Planning of the Maldives. In this capacity, he plays a key role in the development of the nation’s first 20-year National Development Plan, with a strong focus on advancing the Maldives toward developed-country status by 2040 through sustainable and inclusive economic transformation. Prior to this role, he was Deputy Minister at the Ministry of Housing, Land and Urban Development. With over 25 years of experience in academia, Mr. Rasheed has held senior leadership positions, including Deputy Vice Chancellor, Deputy Rector, and Dean at public universities and prominent private higher education institutions in the Maldives. He has also represented his country on the international stage at numerous conferences and seminars.

Mr. Netra Prasad Timilsena, Engineer, Pokhara Metropolitan City, Nepal

Mr. Timilsena has served as a Civil Engineer at Pokhara Metropolitan City since 2009, contributing extensively to the planning, design, and implementation of urban infrastructure projects that enhance the livability and sustainability of the city. Similarly, he functions as focal person of a Public Private Partnership project and Solid Waste Management. Beyond his professional role, he is actively engaged in social and humanitarian activities through his involvement with the Nepal Red Cross Society and the Lions Clubs International, where he is involved in various community service and development programs. He has participated in several international visits and exposure programs across India, Japan, South Korea, Thailand, Singapore, Malaysia, and various European countries, gaining valuable insights into global engineering practices, urban management, and community development. Mr. Timilsena has a strong commitment to public service, technical excellence, and social responsibility.

Mr. Naveed Syed, Research Officer,  Planning and Development Department, Government of Khyber, Pakhtunkhwa, Civil Secretariat, Peshawar, Pakistan

Mr. Syed is a development professional with over seven years of experience across the public and private sectors. He has contributed to various urban mobility, e-mobility, and sustainable development projects. He is currently working with the Government of Khyber Pakhtunkhwa, Pakistan, supporting cleaner and more resilient transport solutions.

Mr. Misel Sisi, Acting Director, Manager, Energy Security Unit, Department of Energy, Vanuatu

Mr. Sisi is employed by the Vanuatu Government, working as Manager of the Department of Energy in the Energy Security Unit at the Department of Energy. He oversees officers on the topics of petroleym, energy efficiency, and appliance and labeling. Mr. Sisi is a Mechanical Engineer by training.

Mr. Cuong Cung Trong, Director, Hue Institute for Development Studies, Viet Nam

Mr. Cung Trong has served as Director of the Hue Institute for Development Studies (HueIDS) since 2019 and is also the Director of Hue Innovation Hub—a center under HueIDS that focuses on supporting SMEs and the startup ecosystem in Thua Thien Hue province. The institute specializes in public management, technology, innovation, and strategic consultancy for Thua Thien Hue, aiming to promote economic growth and sustainability. He is also an expert in Innovation Ecosystems and Digital Transformation, leading numerous projects on innovation, business development, and green and sustainable development in Hue City. Previously, Mr. Cung Trong worked as Rector of Hue Industrial College (HueIC) from 2008 to 2019 and has many years of experience as an educational and Information technology expert.
