
With the objective to assess opportunities for scaling up e-mobility in Asia and the Pacific, the Asian Development Bank (ADB) aims to bring together various stakeholders from across Asia and the Pacific to this Regional Meeting and Workshop on Unlocking Finance for Scaling Up E-Mobility in Asia and the Pacific taking place on 1-4 December 2025 in Bangkok, Thailand. This is the second in-person workshop of the ADB-led and Global Environment Facility-funded E-Mobility Support and Investment Platform for Asia and the Pacific and the first gathering of projects under the E-Mobility Program funded by the Green Climate Facility. The regional meeting and workshop is organized in partnership with the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) and will foster both strategic dialogue and technical exchange. Further, the event is organized in close collaboration with the EV Association of Thailand and the UN Environment Programme.
The regional meeting and workshop will be structured around a mix of plenary sessions, interactive panel discussions, thematic sessions, and a training workshop on project development. These components will foster both strategic dialogue and technical exchange. Sessions will be designed to encourage open dialogue, peer learning, and co-creation of knowledge, while also allowing for networking and the development of concrete follow-up actions.
Objectives
The main purpose of the regional meeting and workshop is to bring together electric mobility stakeholders and projects across multiple countries, organizations and implementing partners, with a view to promote dialogue and to identify main challenges and gaps relating to unlocking finance for the scale-up of e-mobility deployment, as well as to identify potential solutions to accelerate the e-mobility uptake in the Asia and the Pacific region. The regional meeting and workshop will share state-of-the-art developments on e-mobility and share the status and lessons from various projects and activities. The event will also provide hands-on training for select government representatives on how to develop bankable, context-relevant e-mobility projects across countries in the region.

Background and partners
Since 2021, ADB has been working with the Global Environment Facility (GEF) and the United Nations Environment Programme (UNEP) on the Global Electric Mobility Program and lead the E-Mobility Support and Investment Platform for Asia and the Pacific, a knowledge platform to promote the scale-up of e-mobility in the region, through providing spaces for dialogue, knowledge exchange, and formation of networks. ADB has been able to leverage its activities to pursue complementary activities to promote e-mobility in the region, with the biggest support coming from the Green Climate Fund (GCF) under the E-Mobility Program effective on 5 November 2024, which supports a regional program to promote a transformational shift in public transport through the provision of technical assistance and investment in climate-resilient and low-emission mobility systems in Armenia, Georgia, Indonesia, Kazakhstan, Kyrgyz Republic, Nepal, and Uzbekistan. The Government of Japan, through the High-Level Technology Fund and the Republic of Korea’s e-Asia and Knowledge Partnership Fund have also contributed significantly to the ADB’s climate-resilient and low-emission mobility systems.
The regional meeting and workshop partners include the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) and Electric Vehicle Association of Thailand (EVAT), as well as UNEP as the coordinator of the Global Electric Mobility Program funded by the GEF. ESCAP is supporting its member states in their e-mobility transition under the umbrella of the Asia Pacific Initiative for Electric Mobility (APIEM), an initiative set to enhance regional cooperation, provide technical assistance, provide opportunities for peer learning and sharing experiences, and to enhance multi-sector collaboration. In addition, ESCAP promotes electric bus pilots, active mobility initiatives and supports transport and energy policy makers under the ASEAN EV Accelerator Programme. EVAT promotes the use of electric vehicles (EVs) in Thailand. It supports knowledge exchange and innovative technology collaboration on e-mobility, provides insights on regulation, standardization and operational solutions relating to EVs, and promotes EV usage to the public.
The “Unlocking Financing for Scaling up E-mobility in Asia and the Pacific” is a regional meeting and workshop held biannually to support e-mobility-related policies and projects in the region. The first in-person workshop was held in Seoul, South Korea, in November 2023, in cooperation with the Korea International Cooperation Agency (KOICA).
