Training Workshop on Innovative Financing Schemes and Developing Bankable E-mobility Project Concepts

Session Description

This is training workshop aims to provide the participants with the knowledge and insights in developing bankable public sector project concepts. The session will consist of presentations discussing financing criteria for ADB sovereign projects, as well as insights on PPP projects for e-mobility. In addition, there will be guidance on different types of climate financing options, and how to integrate them into public sector projects. The ADB- Green Climate Fund E-mobility program will be used as a case example for diving deeper into the topic of climate finance. The session will include breakout groups to discuss bankable project ideas based on the challenges identified in Session 4 by participants. In the breakout groups participants will discuss country-specific solutions to the identified challenges, and conceptualize how those solutions could be made bankable for different types of financiers, especially public financing.

Ms. Johanna Zilliacus, Consultant, ADB

Ms. Zilliacus is a development professional with 15 years of experience in the fields of climate finance, climate policy and low carbon development. She works as a consultant for ADB’s Emerging Areas, Transport Sector Office, supporting the coordination of the E-Mobility Support and Investment Platform, as well as other transport decarbonization initiatives. Beyond ADB, she has worked and consulted for a vast range of organizations, including UNDP, Green Climate Fund and Nordic Development Fund. She holds a M.Sc. in Economics and Business Administration, and is currently studying a second master’s degree in social inclusion, with a specialization in gender studies.

Mr. Jamie Leather, Director, Emerging Areas, Transport Sector Office, Asian Development Bank (ADB)

Mr. Leather is the Director of the Transport Sector Group at the Asian Development Bank. Mr. Leather has over 30 years of experience in transport, working internationally with development organizations, governments, private sector and research institutions. Mr. Leather overseas the strategic direction of ADBs transport sector knowledge, technical and financial support to its developing member countries, private sector clients, and partners. Mr. Leather obtained his Master of Science in transport planning and engineering from the Institute of Transport Studies, Leeds University (UK).

Mr. Henri Devys, Senior Markets Development Advisory Specialist, Office for Market Development and Public Private Partnerships, ADB

Mr. Devys Devys is an infrastructure and PPP specialist with 15 years of international experience advising governments, utilities, and investors across Asia and Europe. As Senior Advisory Specialist at the Asian Development Bank, he has led projects spanning hydropower privatization, coal‑to‑renewable transition mechanisms, and transport concessions, including electric and hybrid bus systems. Mr. Devys contributes his technical, financial, and contractual expertise to projects and market structuring, with a passion for climate‑adaptive infrastructure, and sustainable development.

Mr. Jürg Grütter, CEO, Grutter Consulting

Mr. Grütter, CEO of Grutter Consulting and Director of Zeroca, is a Swiss national working since more than 30 years on linking sustainable transport to climate finance. He has structured and implemented more than 100 carbon credit projects in the transport sector since the early nineties and has been working on e-mobility projects since 2008 in more than 40 countries worldwide. Mr. Grütter is also member of the independent Technical Advisory Panel of the Green Climate Fund which assesses all investment proposals of the fund.

Mr. Olly Norojono, Consultant, ADB

 Mr. Norojono is an independent consultant in energy, transport, project planning and financing, and portfolio management. Previously, he worked for Asian Development Bank (ADB) from 2002 to 2021 with the latest position as Director, Energy Division, Pacific Department. Mr. Norojono has extensive experience in infrastructure development including planning, financing, implementation and monitoring of energy, transport, natural resources, and climate change projects. Before joining ADB, he taught at Gadjah Mada University (UGM), Indonesia and conducted research and consultancy services in the transport sector. Mr. Norojono holds a doctor degree in economics from UGM (2002); a Master of Science degree in transport planning and engineering (with distinction) from IHE-TU Delft, the Netherlands (1990); and a civil engineering degree from UGM (1983).

Mr. Dipowirawan Kurnaen, Vice President of Corporate Strategy, DAMRI, Indonesia

Mr. Kurnaen is an executive leader with over 20 years of experience and a demonstrated track record in various industries, including tourism, property, financial markets, coal mining, power plant development, television and public transport. He obtained an Accounting Diploma in 2003 from the University of Indonesia, with Bachelor’s Degrees from Leicester University and Asian Banking & Finance Institute Perbanas. Mr. Kurnaen specializes in corporate finance, financial models, valuation for M&A/project financing, building support for strategic transactions and/or new market initiatives, due diligence and strategic analysis. Currently, he is leading DAMRI's Corporate Strategy Division to develop new business potential and innovative solutions to address future business challenges in Indonesia.

Mr. Pedro Aquino, Principal Project Officer (Infrastructure), Timor-Leste Resident Mission, ADB

Mr. Aquino is Principal Project Officer in the Transport Sector at the Asian Development Bank (ADB). He specializes in infrastructure development and sustainable transport solutions, with a focus on project management across roads, airports, and public transport systems. For over eight years, he has co-managed all ADB-financed transport projects in Timor-Leste. His experience spans strategic planning, implementation oversight, and stakeholder coordination. Prior to joining ADB, Mr. Aquino held senior roles managing development portfolios with AusAID and various UN agencies for more than a decade.

 

Mr. Bert Fabian, Senior Transport Specialist, ADB

Mr. Fabian joined ADB as a Senior Transport Specialist in January 2025 supporting knowledge management, capacity building, and project pipeline development on transport decarbonization. He served the United Nations Environment Programme (UNEP) from 2013 to 2024 supporting transport, air quality, and climate change projects focusing on Asia and the Pacific stationed in Kenya and Thailand. He was a Coordinator of an intergovernmental body, hosted by UNEP, on air pollution and acid deposition in East Asia (EANET) comprising 13 participating countries from 2022-2024. He led UNEP’s activities in Asia and the Pacific on sustainable and low-emissions transport from 2013-2022. Prior to joining UNEP, Mr. Fabian was the Transport Program Manager of Clean Air Asia, an international non-governmental organization promoting better air quality, and healthier, more livable cities in the region. Mr. Fabian has a master’s degree on Urban and Regional Planning major in Transportation, and a B.S. Biology degree from the University of the Philippines.

 

Mr. Andri Heriawan, Senior Transport Specialist, ADB

Mr. Heriawan is a project officer with a strong background in transport planning and engineering. He joined ADB in 2013 as a Transport Specialist for its South-Asia Regional Department, where he has since made significant contributions to transport infrastructure development in the region. Andri is currently assigned as country focal for ADB's transport sector operation in Indonesia.

 

Mr. Vardan Karapetyan, Principal Climate Change Officer, Armenia Resident Mission, ADB

Mr. Karapetyan is a development professional designing and implementing projects that promote sustainable, climate-resilient growth in Armenia.

 

Ms. Faela Sufa, Transport Specialist, ADB 

 

 Mr. Lloyd Wright, Senior Transport Specialist, ADB

Mr. Wright is currently a Senior Urban Development Specialist (Transport) within the Smart Mobility Team at the Asian Development Bank (ADB). Mr. Wright is particularly supporting the development of new initiatives for quality urban public transport systems and non-motorized transport integration. Mr. Wright has previously worked with the German Technical Assistance (GIZ), International Institute for Energy Conservation, and the US Environmental Protection Agency. He is the author and editor of several sustainable transport publications, including Car-Free Development and the Bus Rapid Transit Planning Guide. Mr. Wright conducted post-graduate research as a Gakushin Fellow at Osaka University. He conducted his PhD studies in transportation planning at the Bartlett School of Planning at University College London. He also possesses an MSc with Distinction in Environmental Assessment from the London School of Economics, an MBA with Honors from Georgetown University, and a BSc with Honors in Engineering from the University of Washington.
